"There used to be numerous acceptance items, departments, documents and procedures. Previously, I heard that completing acceptance required visits to multiple departments, taking at least one or two weeks even in the fastest case. Now, simultaneous joint acceptance and one-stop application are available, which is incredibly convenient!" Recently, Shen Congchu, person-in-charge of Zhejiang Honglian Stationery Co., Ltd., spoke highly of Qingyuan’s innovative acceptance model of "Unified Multi-item Acceptance".

The "Unified Multi-item Acceptance" he mentioned refers to the joint site inspection and acceptance model newly launched by Qingyuan Bureau of Natural Resources and Planning. This reform completed the joint acceptance of two construction projects, including Zhejiang Honglian Stationery’s factory project. Four core departments are integrated, realizing "one unified time set, one complete set of application materials, one single on-site inspection, and one unified acceptance conclusion".

After construction projects are completed, enterprises need to go through multiple acceptance procedures including planning verification, land inspection and real estate right survey. Before the reform, these procedures belonged to separate government departments. Construction units had to submit documents separately and coordinate on-site inspections repeatedly, leading to lengthy and complicated processes. After institutional reform, the original urban-rural planning functions and land administration functions were consolidated into the Bureau of Natural Resources and Planning, laying a functional foundation for the integrated acceptance reform.

"Given that the documents and procedures required for all individual completion acceptance procedures are highly similar, we fully implement the national Ministry of Natural Resources’ reform policy of 'Unified Multi-review & Unified Multi-certificate', merging multiple inspection items into one comprehensive acceptance." said Hu Yaqiong, Deputy Director of Qingyuan Real Estate Registration Center.

The whole joint acceptance process follows the workflow of "document pre-review first, then unified on-site inspection". The joint acceptance team reviews all enterprise documents internally in advance. After document approval, staff from all relevant departments conduct on-site inspection together. After the site check, the Bureau issues a unified Joint Site Inspection Opinion Form. With internal document circulation and information sharing among four departments, enterprises no longer need to submit inspection applications repeatedly. They can complete subsequent procedures including land re-inspection and real estate registration with this single form.
